Expanding Educational Opportunity Through Capital Development: Belton Preparatory Academy

As Restoration Project Foundation’s mission evolved to include long-term educational infrastructure, RPF Holdings LLC — aligned organizationally with RPF — participated in the development and financing of expanded facilities for Belton Preparatory Academy, South Carolina’s first classical public charter school.

In partnership with the South Carolina Jobs-Economic Development Authority (JEDA), approximately $19.99 million in Educational Facilities Revenue Bonds were issued to support the acquisition, design, and construction of expanded classroom and athletic facilities.

The project enabled Belton Preparatory Academy to significantly expand its campus footprint, including the development of a 40,720 square-foot ground-up educational facility designed to support long-term student growth and academic excellence.

Originally opened in 2018, the expanded campus allowed the school to increase capacity, enhance instructional environments, and serve a growing number of families seeking rigorous K-8 educational opportunities in South Carolina.

Through this capital initiative, Restoration Project Foundation demonstrated capacity beyond program coordination — participating in complex bond-financed infrastructure development that required financial structuring, multi-party coordination, and long-term asset stewardship.
